Abstract

|
The purpose of this study is to examine the process of providing services to the Elderly Care Service beneficiary through vouchers and to analyze the institutional factors affecting the behavior of suppliers and beneficiary. In this study, the institutional analysis framework was used to have a holistic perspective while segmenting it. The results of the analysis show that there is a shared perception of suppliers in relation to maintaining publicity, and that the role of government in the management and control of the system should be minimal. In terms of physical attributes, it is necessary to supplement the institutions that form the market environment. This analysis empirically confirms the Korean situation in which it is difficult to completely exclude the government's role in providing services through vouchers. It can be used to create an institutional environment that can provide better quality services to beneficiary in the future.
